I recently bought new computer and installed windows 7. But now when I try to scan and import images from the internet with Paint Shop Pro the images are fouled with lots of squares of black.

Scan and import images from the internet. What steps are you following here. For most images on the internet you can generally Right click and save the image and then this can be loaded into PSP.
Might be helpful to let us know what version of Paintshop Pro you are using as well.
Systems available Win7, Win 8.1,Win 10 Version 1607 Build 14393.2007 & version 20H2 Build 19042.867

The downloaded images normally shows black dots. But this issue can be solved with copping image and
paste on required folder.

I don't have that problem with internet images, but I'm using Firefox. Right click on the image and choose copy image location. Then open the image in PSP, it will open correctly.
