my preferred method for when I am not sure of the best length of a video clip or applied effect is to first try it - if it doesn't look right I then use the 'back' button to undo it (twice if needed) and then cut again.

Sounds like the way to go. If I want to re-edit the effect later in the same editing session or after opening the project again later, I think I'd probably have to use the drag method since the undo info is lost? Or maybe it would be better to replace the clip and start from scratch?

It appears that what I wanted to do is called something like a "rolling" edit or transition, where you can move the point where two clips meet, and have one clip lengthen and the other clip shorten by the same amount. In my case, I was creating two clips by splitting a single clip to apply an effect to just part of the original clip.

I found this out by watching the first two days of a free live video class in using Premiere Pro CC. It's interesting seeing how a 'professional' editor works and compare it to Videostudio. One more day left in the class (Wednesday July 31). It's live 9am-4pm California, USA time and it's usually rebroadcast a few minutes after the live event ends. Edit: I changed the time zone to the correct one. Originally, I had it as Eastern USA time zone, which is three hours later than California time.
