Yes, if you want the effect of softness (as in your image) you can certainly apply further editing to get that effect.
The same is true for removing anything else -- standard editing procedures can be applied locally or globally as desired.
I was not/am not satisfied with my image but I couldn't get better definition without seeing something similar to what your image looks like; less the polka dots.
I was also trying not to substitute one problem with another. None of my filters ever gave me polka dots.
When John gets the chance... maybe a twisted re-scan will help.

I'm no stranger to Jasc PSP9. I got the CD/users manual new back in 2005. Just haven't been able to find anything better.
