About 2/3 rds of the way down the left hand side of the "Whats New" window is a small box with "do not display on startup" next to it - click the box to put a tick in it and close the window.
Might take a couple of attempts but it will stop it.

Do you have the trial version? If so, I believe you can't turn it off.

You could also try this... Look at the attached image. Click on that orange icon up in the top right of screen. That will open the Corel Guide screen. Then click on the little silver two gear icon in the top right of the Guide. A drop down menu will appear. Click on Message Preferences and untick whichever of the two boxes you no longer want.
