I have a texture of a auto tire. It is at a angle. Using Corel X4, Is it possible to turn the tire so it would look like it is hanging on a wall flat at eye level? That is the only way I can explain the view I want.
I tried effects>geometric effects>perspective>vertical and also horizontal and also warp. Tried straighten first with no luck. Of course - this is my first time trying to do this. Looked at a couple of tutorials - but I think I chose the wrong ones.
Would appreciate any suggestions how to do this.

In a word, No.
Because the photo is taken at an angle, not only is the circular tire "distorted" by perspective into an ellipse, but also the widths of the sidewall have become unequal. No matter how much you try to warp and re-draw the image, it will look bad.
Unless that tire has enormous emotional significance for you, just find another image.

A quick search on Google "Images" for tire (or tyre even) returns a few hundred images for tyres - most at an angle I agree but there are many "face on"
