I don't know if it is a bug, or something to do with Windows7 but it has been bugging me for quite a while. Maybe someone can shed some light.
On my old computer (which ran Windows XP), i could choose to open several images in PSP (all versions i had at the time) and the number of selected files didn`t seem to matter. Now, on my new computer (since a few years), i run with Windows7 and i find that if i select more than 4 files to open at once (usually jpg or png) i get an error message asking me to "select a valid file". If i deselect enough files to reach 4, it opens them fine.
It is not a big issue, although it might get a bit annoying if i have 20 small files to open at once, as i have to do it in groups of 4 at the time. Anyone else has that issue? Anyone would have an explanation or better, a solution to that annoyance?

There is a filename size limit, but it's not a limit per file name it's a limit on the whole list. The full paths are passed to the open file dialog so if the image names and paths are large enough that might explain your issue. If not....then I have no clue.
One test would be, and believe me I know this is odd, to add say seven images to the root C:\ drive. So filenames are never longer than "C:\Filename.jpg" this should allow you to open seven or more images because it's highly unlikely that you'll be using up all of the available space. If this works, then the problem is the length of the filename + Path. If not....again I have no clue.

Using the images in their original locations, try selecting several of them and opening them in MS Paint. That will tell you if it's a PSP limitation....
Added:
Since my directory structures are relatively compact, I could only test with
"F:/Data/Graphics/filename.ext"
and 9 images opened without any problem.

OK, I tried opening 16 images from
"F:/Pics/Stock/People/Brigette Bardot/filename.ext"
and after 10 images, PSP asked if I really wanted to open more than 10. I answered "OK", and all 16 opened without a problem.
