I'm not sure if I can get help with this problem as this is a Corel board. I'll try anyway.
I'm using PSP V9 with a HP MFP M175nw color laserjet all in one. My photos look perfect on my monitor (Sony HDM593 and a nvidia geforce 9400 g card). But, when I print them, they look dark. A navy blue dress looks almost black. I've adjusted the gamma settings in PSP9 but that doesn't help. Am I missing something?

I think your monitor needs calibrating plus check out the colour management in PSP with your printer.
