bit of a can of worms there Joe - I am not sure that I have ever seen anything official any where but to start the ball rolling this is what I *think* is the situation.
The previous owner must have un-registered it to allow you to register it - you cannot have two different registered owners for one product - you need to contact Corel support to do that.
you could I suppose use it un-registered especially as X4 is no longer a supported product in that you cannot get technical support for it any way.
perhaps someone has bought an pre-used version and will share their experience with you
