Just checked in X5 and option to save as a PDF does not appear. When I want to convert anything to a PDF I have used PDF Creator whinc once installed becomes part of your printer options box. Youjust do a Print and choose PDF Creator as the option and you can then save the PDF to your desktop.
It is a free program from pdfforge, but check when installing as it tries to addd some extra task bar which you can untick.

For years I use this freeware - JPEG to PDF.

Best results you get if you convert JPEG images to PDF. Jpeg in the only format (I think) that is directly embeded into PDF without quality loss.
