Using PSPX5, if I have a vector shape selected, clicking the Pick tool outside the image area will deselect everything. This is the expected behavior for the tool.
However, if a raster area on an otherwise transparent raster layer is selected, clicking the Pick tool outside the image area does not deselect the raster area

That is the way the Pick tool works on raster "objects". Whenever a raster "object" is on the layer, and the Pick tool is active, it WILL be selected, no matter where you click. I just checked with X2, X3, X4 and X5 and it is a consistent all across the versions, so i would say it is the typical and expected behavior.

I disagree that that is expected behaviour. As I mentioned, when using the Pick tool with vector shapes and it's clicked outside the image area, the vector shapes are deselected. The same should be true for raster shapes, just as it is in Photoshop, for example, where clicking outside the image area deselects all layers.
