I never thought I would have this happen, I have done absolutely EVERYTHING I can think of, and still have this niggling problem.
My main computer is a desktop which is 32 bit, but I have a new laptop, Windows 7 with SP1, and it is 64 bit.. I have both PSP XI, PSP X3 and PSP XIV installed. They are all directed to exactly the same place for the plugin locations (My PSP Files > plugins).
I have the 10 dlls in the SysWOW 64 folder. I have lost count of the number of times I have closed and re-opened all PSP versions, and the number of times I have done cold starts for the laptop.
I am trying to get Eye Candy 4 to work. With version XI and X3, all is perfect, it shows in the plugin drop down list and every option works properly. Yet with version X4, it doesn’t even show up in the plugin drop down list.
The plugin list is another mystery... in version X1 and X3, it shows 6 sections of plugins, the first 5 of which each list 32 plugins, number 6 shows 12, so there is a total of 172 plugins. In version X4, it shows the same 6 sections, and they contain (respectively) 15, 16, 17, 18, 19, 13, which gives a total of 98 plugins... yet they are both looking at the same plugin location.
Is there something different about X4 as regards to plugins?
I hope you can help. I don't really like using X3, I much prefer to use X4.

Try installing the plug-ins into X4's default plug-in folder directly. I think I had to do that on a few plug-ins myself.

Thank you for the suggestion, however when I checked, I had already put it there.
I started wondering whether I had it too many places, with too many file locations, so I removed ALL the plugins from every place, and put them only in the default location for PSP X4 and set the path to that... no luck, it is still exactly the same as it was previously... Eye candy 4 does not show, and only half the plugins in the folder, show in the drop down list in the effects menu. I had closed down PSP when doing the removal, and then closed down the laptop, cold started, put the plugins in the default, opened PSP and set the location... I just can not work out why it is different to 11, and 13.

I just did the whole messy thing AGAIN... I noticed that EC4 doesn't even show in the defaut plugin location in 14, even though I directed the install to there. To see if I could correct this, I copied/pasted the EC4 folder from the My PSP Files in My Documents for the other versions, and pasted it in to the Alien Skin folder in the default plug in folder in PSP14... made no difference at all. It doesn't appear in the plugin drop down list under Effects, and I still can't see all the plugins there, even though this is the only file location I have set, in 14...
Is there some limit as to the number of plugins that 14 can see? I work with Photoshop CS6 too, and the numbers are limited in that, so possibly PSP 14 is the same?
Is there a tech support for Corel, or is this the official help section? I don't know if I'll be able to get support for 14, now that 15 is available.

Support is available only for the current version and one version back. So, yes, X4 is still supported.
There is support from Corel, but it's full pay support for issues like this. Once you purchase a support ticket they should send you a special number you can call.
These forums are not "official" help in any way. These are just User to User boards so that users can help each other for free.
As for the plugins, Corel has updated their plugin support from X1 to X3 and X4. Always making tweaks. However, I cannot say for sure that these broke any sort of support for your plugins, or if it's related to the problem at all.

Thank you for the response... It is not a big enough problem for me to pay for advice from Corel. I live in Australia, so it wouldn't be practical for me to phone for help.

Eye Candy 4 works for me in X4 installed in a plugins folder inside this folder: C:\Users\Anne\Documents\Corel PaintShop Pro\14.0\Plugins\Alien Skin along with all the other Alien Skin plugins. Other than pointing the installer at this folder and pointing X$ to this folder as well, I don't recall doing anything special to get it working. But X4 is so broken for me in other ways that I don't even use it any more.

i am thick as a brick when it comes to stuff like this ...BUT...
i have windows 7 64bit desk top... and i have 7.9.x2 x3 and x4 all installed ..i do not like x4 at all but i did get eyecandy installed into it and working.
i have eyecandy 4000 in my My documents/My psp files/plugins/eyecandy 4000 for all my versions except x4..it wouldn't show up at all...
i tried everything but half halfheartedly... then i thought i would (as a last attempt) install it into my EXTRA psp files ..
these are located My documents /My Extra psp files ( i have a set of files for all xtra psp xmas/craft patterns and plugins etc).
when i installed i remember reading the blurb ...something about only having one host for eyecandy...!!! (dont know ...dont understand ..)
but i installed it into the extras Folder. Then i made a new path to the extras folder and it worked i could see eye candy 4000.
I hope you haven't tried this and i hope it works for you...

If you are using a 32bit version of Corel PSP, and you install the 64bit version of the Eye Candy plug-in, it will not show up. This is because you are trying to use 64bit software with a 32bit program. Make sure you are installing the 32bit version of Eye Candy by following these instructions.
