Pan and Scan 16x9 video to fit 4x3

I have a video recorded in 16x9 HD, I would like to use Pan and Scan technique to convert it to SD 4x3 and record to DVD by zooming (crop right and left of the image and fill in the black bars at the top and bottom), I would like to be able to pan back and forth within the original 16x9 image as needed to keep the subject centered in the resulting 4x3 image.
What is the best way to do this in videostudio (I currently have pro x4)
I tried using pan and zoom but the pan and zoom box seems to be locked at the 16x9 aspect ratio and when I zoom in it cuts off the right and left sides but still leaves the black bars on top and bottom
The Video is to be displayed on local broadcast station that broadcast in SD.
