I am trying to understand more about layers
If I open an image and apply text, then I want to apply effects to the text such as 3D effects it turns the vector layer to a raster.... fair enough. In the 3D effects there is Buttonise, cut out, drop shadow and inner bevel. If I apply to the text it alters it obviously. If I apply the buttonise it buttonises the background layer and not the text. Is that how it supposed to work.

Buttonize does not buttonize the background layer, it buttonizes the entire layer around the edges. Buttonize will either use the edges of the entire layer or the edge of a selection and will always make a square button effect.
If you turn off the text layer you'll notice the buttonize effect also vanishes.

If I "inner bevel" or any of the others it applies to the text so why when I buttonise does it not apply to the text..... that I can't grasp yet.

Think of buttonise as making a button for clicking on a web page eg a button that says Home. The button does not consist if the text only but a narrow range of background around the text. So what you do is do your text crop it to the size you want with all the text and little background and then apply buttonise.
Another example is the keys I am typing on a keyboard - they are like buttons.

So why when i click inner bevel it doesn't inner bevel the whole image like buttonise does when I am on the text layer.I know I can go to background layer and do it. I just thought the whole idea of layers was that whichever layer you was on then only that layer would be altered.. apologies for being a bit thick.

Like the others have stated, Buttonize is for turning your entire image into a web button. That feature has been part of PSP since before layers or inner/outer bevel were available in PSP.
Using Paint Shop Pro versions 5, 6, 7, 8, 9, 12, 14, 16

Yup.
Most commands do restrict themselves to only the visible areas on the layer. But some commands specifically work on the whole layer, or the whole image.
If you look in the help files for buttonize, it specifically states it works across the whole layer, image, or selection.
