New Dell computer wouldn't open PhotoImpact x3 because it said, "The screen resolution is too small, please set to at least 1024x768." Yet I was running at much higher resolutions. Tried every other resolution available including 1024 x 768, but the same error result. Searched this forum and read everything for "screen resolution" no luck.
But using a google search lead to a solution to a similar problem with Video Studio posted here:
http://phpbb.ulead.com.tw/EN/viewtopic.php?f=1&t=39732 by Millzy.
Using the logic that if it worked for Video Studio it might work with PhotoImpact x3. It did! So here is a solution in case someone has the same "cannot initialize application. The screen resolution is too small, please set to at least 1024x768" problem.
Right click on the PhotoImpact icon on your desktop.
Go to Properties
Click the Compatibility tab.
Check the box for "disable display scaling on high dpi settings."
FYI (for future searcher) additional possible search terms: using Dell Inspiron Nvidia 1600 x 900 display. Windows 8. Photo Impact
I was grateful that Millsy posted her solution, so hope this helps someone else with the same problem with PhotoImpact.

Thank you Engella for your detailed description to fix a problem that may arise for other using PhotoImpact, especially now with Windows 8 and much higher resolution monitor screens.
