could someone tell me how to crop a circle in Jasc Paint shop pro 9

1. Not sure about PSP 9 but if I wanted a circular crop in PSP 8 I would use the selection tool (Associated with the magic wand) - Selection type - Circle and then select the area that I want. (in X2 and up - maybe earlier , you could move the selection marquee using the right mous button drag, but not in PSP8.
2. Promote selection to layer (right click the layer or on the Menu bar )
3. Delete your background or turn its visibility off and you have your circular image on a transparent background.

i found the magic wand but where do find the option for circle associated with that wand? also 1 other question, could you tell me how to take the cropped photo and place it in the center of another photo?

Not the Magic Wand, you want the selection tool. The Selection tool is associated with the magic wand but is not the same thing as the magic wand tool.
The "Selection Tool" is the rectangle that looks like it's made up of dashed lines. It should be near the Magic Wand tool. The selection tool has an option on the tool options palette for various shapes including a circle.
If you need to re-position the selection outline you can either:
1)select "Edit Selection" from the selection menu and use the pick/move tool to move it where you want it to go. Select "Edit Selection" again to exit out of edit selection mode.
or
2) Grab the Move tool and right-click inside the selection and drag to move the outline.
PSP 9's User Guide was one of the best documentation manuals ever made for PSP in my opinion. It gave a lot of really relevant information on how to use each and every individual option. So for help in finding and understanding these items I would suggest reading either the physical manual or the help files that come with PSP.
As for your other question. That's a simple copy and paste.
Once you have your selected area on its own layer, as hartpaul suggested, you simply go to the Edit menu and select "Copy" and it will copy the entire layer. Open up the image you want to paste it into and go to the Edit menu and select "Paste As New Layer" and it should auto-center the new layer into the image.

Thanks for that info on how to move the selection marquee. I looked in PSP8 documentation and although it mentioned about moving the actual selection (including the image) it did not clearly state how to move / reposition the marquee. ( in later versions of X era the Right mouse button is used) .
Also in PSP8 there does not seem to be a Pick tool only a Move tool. Did the Pick tool first appear in PSP 9??

I don't remember when the Pick tool was introduced. Umm...the Pick tool technically replaced the Deformation Tool and the Vector Object Selection tool.
Both tools, by the way, are still available to be added from the Customize dialog if you don't like using the Pick tool to do both jobs.
EDIT: I found an excerpt for PSP9 for Dummies on Google Books that says you can also move the selection outline by right-clicking with the Move tool. I have edited my post above to match this.

After doing a bit more research and checking another forum where the question of the Pick tool was asked:

It appears that the Deform tool (D) was a precursor of the Pick tool although the awkward (Edit Selection -use move tool- Edit Selection) had to be done to be able to move the selection marquee until later in the X versions where a Right click direct move was enabled.

OK, i was able to find the things you were talking about as far as cropping the circle, there was nothing in the help about cropping circles. these layers seem to be a bigger problem. is there a good video tutorial that you know of that shows examples of cutting and pasting one part of a photo to another, from start to finish? would the back ground photo, (the first one in the layer box) be the photo i want to add to, the one that i would paste to after i had cut out a portion of the other photo i am working with? so in the layer box you would have the back ground photo first and then the other photo next, 2 photos in the layer box?

Edit Selection was introduced with PSP8.
There is no Pick Tool in PSP9 so it must have appeared sometime between PSP10 and 12. I don't have 10 or 11 and it's there in 12.

Ok back to answer Vitality' s query:
1. Place the two images on the work space and make sure the layers palette is showing (F8).

2. Select your circle shape (or any shape for that matter) and move the selection marquee to desired location with Move tool and right click drag.

3. Layers > Promote Selection to Layer .

4. By placing your cursor over the Promoted selection you can see that the thumbnail consists of the selection against a transparent background and this is what you need to place on your second image.

5. Left Click and drag promoted Selection onto your second image.

6. By selecting your second image (titlebar) you can see the layers there . Congratulations you have moved your selected area and pasted it onto a second image.

7. Lastly merge all and save to keep it all together.

I thank you very much. is there a way to somehow save this page in a folder in case i need to review it someday? Also can i save a word document somehow and open it up in this program. Sony Vega does not have word rap in their text box so if i could put the text on color paper in PS, save it as JPEG or something similar, where i could open that up in SV like a photo but would have text on it and still look good??

2. I use a program called PDF creator. All I have to do is from Explorer or Firefox select Print and one of the options is PDF creator . This creates a PDF file of whatever you have as the page including the scrolled sections. gets a bit stufed up with frames and sidebar advertising but still useful.
You can get it here:

May be other ways including PSPs own screen capture.
