Hi,
i'm looking for this art effect (colored contours of the baby at 0:20 - 0:30 on this video):
Is this possible with the stock effects or do i need external filter plugins for it?

That looks a lot like the "Emboss" filter that you will find in the "FX" library
click on the large FX and then drag the Emboss filter down on top of your video in the time line and open the options panel and choose 'customise filter' to adjust the colour tinges.

found it... it's called "Relief" on my language version:
But the requested effect in the middle of the video has emboss/relief "off"...
The function on the other video editing software is called "Kontur" (contour)... so it just creates "borders/edges/outline/shapes" out of objects or something.
