Is it possible to make a project with 28.214 frames per second?
My Samsung Galaxy makes videos with 28.214 per second.

I don't think you can manually set this rate. But depending on the format of the original video, when you insert it in the timeline, you may be given the option to Share > Create Video File > Same As First Clip, which should give you the same frame rate. Mind you, if you use the default 29.97 fps, I don't think the human eye will see much difference...or can you?
