Is that a full-featured UVS, or an SE version, such as "SE Basic" that might have come bundled with a piece of hardware? The SE versions are feature-limited versions, and the "SE Basic" version in particular has no disk burning capabilities.
If that's the case, you can purchase the upgrade to the full UVS 9 from Ulead and receive a discount as an existing Ulead product owner.

You have two immediate alternatives -- though I too would recommend the upgrade to VS 9:
1) You can still, with your VS8, produce a final DVD-compatible mpeg-2 file (Share > Create Video File > DVD), and then transfer that file to one of your other programs (e.g. Nero), construct a menu, add chapters and burn it.
2) Depending on your version of VS 8, I think you might still be able to open the burning engine section itself, create menus and chapters and then, in the last step, instead of trying to connect to your burner, you could direct the burning module to produce either a disc image .ISO file or else a Video_TS file, either of which can also be burned in another program (again e.g. Nero).
