Can VS X4 rotate video clips? If not, any suggestion of what to use to achieve this?

Yes it can, though only in 90 degree increments. See attached image. Though the latter shows the controls for a photo, exactly the same controls apply if a video is selected in the timeline and the blue Options button in the bottom right of the library windows is clicked.
