PSP x4 stuck at "preparing please wait"

i cant install PSP x4 i had it on be for but i had to wipe my pc so i know how to im ok up till it starts to install but the bar will not move even after i left it for more 30 min and it keeps saying "preparing please wait" and the images keep turning so its not froze i have the disc but i try doing it off the site i try turning off my firewall and the internet but it still will not move
