I have an image that I would like to have rounded corners with a transparent .png background. Could somebody tell me the procedure to create this?

There are quite a few ways to do that.
One way:
1. open PNG picture and convert it to layer (..right menu on layer)
2. create empty image of the same size (width a height) as PNG
3. create vector object (set size of final size of PNG with rounded corners) - rectangle with rounded corners as you like, set border width to 0 (zero), any solid color
4. right click on PNG on layer and select: New mask layer -> From Image (..here in Mask Source select - I think last - transparency), and on top select that image with vector shape

I have an old tutorial from back with PSPX3. It shows how to use a vector rectangle to create a selection and delete the area we don't want. It's not the best, and was based on a similar question.

In this tutorial I just deleted the unwanted area, but you can also use a mask by going to the Layer menu and selecting "New Mask -> Show Selection" this removes the need to invert the selection first as it'll mask out the unwanted area. You can then ignore the rest since it's all about adding the border and drop shadow to the image.
When you save out as a PNG make sure to select the "Options" button in the save dialog. This will bring up the PNG optimizer, and make sure to have transparency turned on based on the current image transparency.

1. Place image on workspace. (Can be jpg tif or any other single layer image)
2. Promote Background Layer (otherwise will not show transparency)
3. Selection Tool and choose Selection Type - Rounded Rectangle
4. Select the part of your image you want to keep - you can right click inside the rectangle to move it around.
5. Selections > Invert and hit the Delet key and there is your image with rounded corners and transparent edges.
6.Selections > None and Save as png.
