How to make 'callouts'?

I'm using PSP 8. What is the easiest way to place callouts, if that's the right term, like this please?

Ideally I'd like to be able to select a rounded, shadowed rectangle with the arrow appropriately positioned (top, bottom, left, right) and of adjustable length, insert the text (typically a single letter or number), and then be able to group these so that I could drag the callout into the required position. I might need to place 10 or 20 on each of several maps, so it needs to be very simple and fast.

I've never properly used 'Picture Tubes' although I have a feeling that would be one way to achieve this. But the images built in to PSP 8 do not include any callouts. Or possibly there is a script someone has already generously made widely accessible? Or maybe it's best done from first principles, making a set of shapes first and saving them (in empty form) as individual files, positioning them and then finally adding the letter/number separately? With that approach in mind I've actually been looking for an online source of such a set, so far without success.

All suggestions would be much appreciated pleaase.

For callouts in PSP8 you could use the preset tool, which has a number of callout shapes, which can be resized.
