What is teh best resolution and codec to
watch a "mostly images" video on a tv using a dvd player??

Unless you have one of the few DVD players that supports DIVX, MPEG4, or JPEG file viewing, you have only one choice: MPEG2 at the Full D1 resolution used by the TV standard in your country (PAL or NTSC).

Make sure you check the "Apply anti-flicker filter" checkbox, and possibly apply a slight Gaussian Blur to the images. You may also want to use frame-based MPEG2 instead of interlaced MPEG2.

"You may want to use frame based MPEG2" but if you have an interlaced TV, as most of us do, it is bad news.

frame-based MPEG2 is not a bad idea, especially when most of the assets are still images, as the original poster intends to use. Frame-based output will eliminate flicker and color roll, and the fact that most TVs are interlaced has no bearing on this.
