Since a watermark is just an image, could be your signature or just some fun logo you've made, all you need to do is make an image.

Not sure what to tell you from there. PSP has a lot of options available for making images from scratch or editing current ones. What are you looking to make?

I designed my own watermark to include copyright notice and web address. I made the type in black and then realising that it would not stand out against a dark background put the type in a white ellipse (use selection and fill, preset shapes etc. ). I saved the file as a png to a folder on my desktop called watermarks (you could place it almost anywhere).
Then I used Image--> Watermarking--> Visible Watermark and browsed to that folder (easy to find when on desktop) and used the options there to resize, change opacity to suit the image.
