VS 8 - Possible to blur just a face in a clip ?

Hi All,
does anyone knpw of a way to add a 'privacy' or 'modesty' blur to a specific secion of a frame in VS 8. The effct i'm looking for is what you see in Cop shows etc when the face is blured.
