Since it's only the newer version of the plugin that fails, I fear that only Nvidia or an experienced Corel programmer can answer why.

I think contacting nVidia may be your only real option. It all depends on whether or not it's the plugin or PSP giving the error. I got the same error, but in English not German. So I suspect it's nVidia's plugin giving the error.
Now, since nVidia designed this for Photoshop they could easily at any time use commands that PSP does not support. PSP's plugin support is not complete by any means. Nor can it be.
So you would have to ask nVidia, assuming you can, what sort of things can cause the plugin to throw up that kind of error.

I contacted nVidia, who replied me to bring the question up on their forums, which i did. Seeing the activity there i kind of doubt i'll ever receive an answer, but i'll let you guys know should i get one.

nVidia resolved the issue and released a new version of the plugin.
It is now working again.
