Making GIF with transparent edges, how?

How would I go about making a GIF with transparent edges?

Here's the graphic I'm trying to learn from:

When I open it with PI 10, it gives me options, and I chose 2 separate documents, and it seems they're 2 layers making the animation with some transparency. One is the graphic, and the other layer is the same graphic with everything transparent except the outline of the text and a yellow arrow.

But how do you make a GIF with transparent edges? Does that make sense?

I'm trying to make flying DHTML Pictopopups with graphics.

Put the item over a transparent background and then when saving it make sure the transparency option is selected. That should do it.
