how create this colorfull sticks? Can it be done much simpler in Inkscape or PaintShop Pro?

I can't tell you how to create the sticks but as for the perspective distortion.
Depends on how you look at it.
In Inkscape the Perspective effect requires two paths (you cannot use an object like a square or ellipse you have to convert them to paths first). The path that you want to distort and the path that you want to use as the perspective distortion. In other words you use one path to create the distortion box, and Inkscape then distorts the second path to match this first path.
This gives you a lot more control over how the final perspective distortion will work but it's also a little awkward when you first get to using it. You also technically lose the original object.
PSP's method for doing a perspective distortion is simply to use the Pick tool. You can then select the "Perspective" mode from the tool options bar or holding the Ctrl key over one of the four corners and dragging to define your perspective. But with PSP, in order to get shorter perspective distortions you have to first narrow the image (squish it up) then do the perspective distortion. So there is a lot more tinkering to get it just right. And if you use the distortion too often on raster layers the raster will actually lose a lot of its clarity as you are adding and removing pixels to perform this distortion.
Personally I think PSP's is easier because you can apply it to objects not just paths. And you can apply it to the entire vector layer and not just individual objects. Or individual objects and not the whole layer. It's up to you.
Also PSPX4 and PSPX5 came with the KPT plugins which offer the KPT Projection plugin. This has 3D rotation options.
