MPEG 4 CODECS AGAIN

I wonder if one buys the extra plugins of MPEG 4 for video studio 9, can I import/add mpeg 4 files and create DVD/VCD files directly or will vs9 first decode it to a different format before rendering it ?. If yes will the quality reduce too much ?
