You can trace out the vector yourself, but otherwise no PSP does not have a vectorizing option. All of PSP's vectors are very manual.
Corel Draw has a built-in vector tracer for converting images to vectors if you're interested in such a large program suite.
Otherwise there are many free vector tracing programs available. Some are online converters, others you download.
Inkscape, for instance, comes with a vector tracing program though it's not the easiest thing in the world to use. And it's free.

Inkscape can vectorize bitmaps too.
