In movies, photos, etc., a person will have a starburst on their teeth e.g. to show that their teeth are clean, that they are attractive, etc.
How do you create something like this? I have PSP X4.

Any number of ways.
You can use vectors, the symmetric shape tool can easily create stars shapes.
You can draw it manually.
I saw one tutorial for Photoshop where they drew a white oval on a blank layer. Then applied some motion blur and Gaussian blur to really smooth it out and make it long and pointy. Then they duplicated the layer and rotated the new layer 90 degrees. Then using the paint-brush tool with a hardness of 0, clicked once to create a smooth circle in the middle.
It came out looking like this, minus the black background since this was on its own layer.

I believe that PSPX5 gives you the KPT5 Collection as a free download. If PSPX4 also gives you that, then the KPT Lens Flare will provide you with many types of "starburst" effects:

I use the dodge tool. Make it small and turn down the opacity. Soften the edges.
Be a bit random with your strokes.

You can also just download sparkle brushes to use with PSP. X4 has a harder time with Photoshop brushes than X5 does because in X5 they finally updated their import dialog to use the latest versions of Photoshop brushes.
But it's possible to download the brushes and use them with any of the available tools like the Paint Brush, the Dodge Brush, and so on. Look for PaintShop Pro specific brushes first. Photoshop brushes will require some workarounds.
