I use Ulead VS 8 and have no problems creating and burning DVDs in PAL.
I recently tried to convert one of these movies to NTSC and it worked fine on the computer, an also played ok on my DVD player - except that the menus were out of sync -when going straight to a chapter they all began well before the mark in point on the computer, and on the menu.
I presume this is caused by the different frame rates.
However - I created the NTSC movie not just by burning in NTSC, but by placing the PAL MPG on a new time line and re-rendering in NTSC with the following attributes:
File Format: NTSC DVD, Mpeg-2 Video Lower field first
Attributes: 24 Bits, 720X480 4:3
Frame rate; 29.970
Date rate 8000 kbps
LCPM audio 48,000
Anyone have any suggestions? The best I can come up with is to reload the movie on to a camera and then copy on to the computer again.

I have produced an Ntsc file from Pal and find the Chapters and Menu’s ok.
There have been in the past several problems with VS 8, out of sync audio, burner engine etc.
Although I don’t think I had burner problems.
When I used VS 9 trial, the out of sync in VS 8 seemed to have been cured.
There are some common shared files, and I think the installation of the trial 9 over wrote those.
Although I used VS 8 to make the Ntsc files I may well have been using vs9 shared files to burn.
It may be in your interest to download and install the VS 9 trial.
This may overwrite the burner engine files. As I said it did sort my OOS problem.
You may end up upgrading,
