How Do You Blur a Face?
Often, on TV for example, a person's face is blurred so as not to be identified. Can this be done with PSP X4? If so, how?

Any number of ways. You can use the "Smudge Tool" set a 50 percent opacity and just smudge the face away......on second thought that could cause some creepy effects. Lets go with an easier method.
You can select the face using the ellipse option from the Select Tool. Then use the blur command from the Adjust menu (Adjust -> Blur -> Gaussian Blur) then just increase the blur until the face is urecognizable.
If you want a more pixelated look (with the blocky colors) you can use the effects menu instead. Effects -> Distort -> Pixelate. Then increase the block size to distort the face out of recognition.
