Yes.
Here is a tutorial I found on Youtube that uses old PSP 9 to do the effect. And I think most of the steps are still the same in x3.

If you look at other such tutorials you'll see some for Paint.net, GIMP, Photoshop. And for the most part, unless they have some eccentricities, most programs use the same general steps to create the image.
