Can anyone point me in a direction to help me learn how to use Cool 3D 3.0 SE that was bundled with VS9 upgrade. I have no idea where to start.I am trying to create a simple lower third video.

Make the size of your 3D project to be 1/3 of your normal video vertical resolution (NTSC vs PAL or Std vs HD). That should make everything the right size. Note, you should be aware of your safe zones.
Do whatever you want to do.
Make sure you save it with an alpha channel.
Bring it into your video editor and use it as a lower thirds.
