PaintShop Pro X3 startup freeze

I own PaintShop Photo Pro X3 for some time and have been using it without any issue. Lately i bought a new hard drive and a new graphic card (replaced my amd 4850 with an amd 7770). I made a fresh install of Windows and installed PSPP X3 but it will not start. It freezes in the splash screen where it says "Initializing Command Manager".

P.S.: I have the latest catalyst drivers (12.8)
P.S.2: Deleting "C:\Users\username\AppData\Local\Corel" won't do. Since it is a fresh install the folder doesn't exist to begin with.
P.S.3: I installed the same version of Windows i had before, from the same Disk (Windows 7 Pro 64bit). Windows is fully updated from Windows Update.

First off, try holding the shift key while double clicking the desktop icon for PSP X3 (if you don't have a desktop icon then find the exe file that launches the program, it won't work off of the start menu shortcut). This will reset the program to defaults. If that works skip the rest.

If you're really stuck you may need to reinstall. To do that you'll need a clean uninstall. I use Revo Uninstaller http://www.majorgeeks.com/Revo_Uninstaller_d5706.html but there's others that use other procedures. When you re-install PSP X3 you need to turn off any and all security programs, turn off UAC, and run the installer as admin with Windows XP compatibility.
When you get it installed don't let the program download the updates itself. It will just grab the last update and that will likely break the install. Disconnecting from the internet completely is what I did.
If all of that fails try creating a new account in Windows and try again there. You shouldn't have to since you have a fresh OS install, but that's the final desperate try. It might work. If it does work and you don't want another account on your computer you should be alright to delete the new account.

thanks but none of this works. Seems to be a compatibility issue. I mailed Corel and they replied that they no longer support PSP X3 so they will not even reply to me.

I remember what I had to do now, when X3 starts go into Task Manager (Ctrl, Shift, Esc) and kill the process MediaCataloger.exe. If this lets the program start then just go to C:\Program Files (x86)\Corel\Corel PaintShop Photo Pro\X3\PSPClassic and rename MediaCataloger.exe to keep it from starting.
