I have not found a solution but I have manged to use Adobe Premier Pro with no problems.
I am sorry that I can not at the moment upload a file due to time constraints.
I really appreciate all your help and advice and if I can get something up in the next few weeks I'll post it.

I have done a bit more playing around with the provided clip in the Video_TS folder. I am also using Roxio Creator 2012 (aka C2012, also a Corel product) for some comparisons.
First of all, I cannot add the vob file directly to the timeline in both VS X5 and C2012. I changed the extension to mpg and am able to add the file in both programs.
I live in Canada which is a NTSC region and the source video is in PAL format
In X5, it seems that the video is "converted" automatically to NTSC since the fps is changed to 29.92 when you single step through the frames and the length of the video on the time line is shown as 05:01. When I look at the properties in X5, the fps is listed as 25 though. Is there any way to force X5 to accept the correct video format? It seems that X5 is padding the video with duplicate frames to get the 29.97 fps.
In C2012, the properties are shown correctly as 25fps and the length is given as 04:12. Also there is no jump from 16:9 to 4:3 and back to 16:9. The video plays correctly.

Pal v Ntsc should not be an issue with the playback. but is the reason why we asked for the original before editing or any conversions.

When mabbutt created the Disc Image the process did not re-code the original, the download file was a Pal video.

Yes if you convert Pal to Ntsc Video Studio will add approx 1 frame in 5, this will be a duplicate of the adjacent frame, this causes a slight blip during playback.
You should be able to see the duplicate frame by navigating the timeline frame by frame

Go to Settings--Preferences--General Tab
Tick -- Show messages when inserting the first video.
Start a new project and add the original video file.
You will be prompted to match the project properties, they will be changed to Pal.
Now the timeline will be in sync with the video file. 25fps---00:00:00:00 being the first frame....:00:00:00:24 being one second
To create a new video, Share Create Video File -- Same as Project Properties.
I am in the UK and using Pal by default, the sample still plays with the aspect ratio error.

If you are intending to work with Pal standards then use Make Movie Templates Manager to create a Pal template, the add option will create one to your video files properties.
Given that the video file is compliant.

Video Studio should be seeing the clips properties as Pal, even though the Pal clip is inserted to a NTSC project.
Right click a clip and select Properties

If you wish to see the Pal v Ntsc problem, using the sample video V10, that’s the brown scrolling film, convert this to a Pal DVD, you will have to use the custom option to select Pal compression. play the video? and most if not all samples in the VS library use 29.97 fps. a bit of a problem for users at this side of the pond.
