I am sorry if this has been asked/answered, but I couldn't find it.
I have a story in mind that I want to take have a static picture of a dog house in the background that I have a small video overlay of our new puppy in the door. After a bit, the video grows and fills the main screen for a its duration. then it shrinks back down to the doghouse size and is replaced with another video. this cycle repeats for about 5 mintues of video.
Can anyone give me some ideas on how to do this in X3?

You would need to use the NewBlue Picture-in-Picture filter which I am pretty sure was introduced with X3. Check your filter list...

That worked with only one problem. The container I size on the screen that the video "grows" into shows a black opaque background, anyone have any ideas how to get that to be transparent?

can you apply Chroma key to the overlay and select black as the transparent colour - or is there to much black in the dog itself.
is the dog a still image ? - if so you could produce the actual image with a transparent background in PhotoShop (or whatever you have) before putting it in the timeline.

Way too much black in the background image and dog. I tried it.

Hi
Chroma Key is the way to go but use the Type as Mask Frame
Choose the full mask, it is adjecent to the Chequer Board looking one, about 4 rows UP, left hand column.
Unfortunatley they do not have an ID
