VS8 How to put an animated border?

I want to put an animated border to my project. Yaou can see one of these in tutorial number 5. It looks like TV set. So it is shown there but they dont tell how to put it there. I have tried to use overlay but when I put a border in the overlay track i cant see the other video throug the border. What to do? Please help.

To view the complete timelines you have to play in project mode.
Click the word Project then Play.

The Blue down triangle is the ‘project position indicator’
You can drag this for a quicker preview.
