Yes, and the directions are almost identical. Although the one done in Photoshop comes out a little bit better than the one in PaintShopPro.
1) Using the Eye dropper tool sample the film strip for the color.
2) Create a new Raster Layer and set its opacity to 50% and leave its Blend mode at Normal
3) Create a negative version of the new layer. With the new layer selected go to Image -> Negative Image
4) Right-click on the layer and select Merge -> Merge Down
5) Split the image into 3 different images using the Split RGB command. Image -> Split Channel -> Split to RGB
6) Next run the "Histogram Equalize" command on each of the three new images. Adjust -> Brightness & Contrast -> Histogram Equalize
7) Combine the three images into one new image. Image -> Combine Channel -> Combine from RGB (make sure you're using the appropriate image for Red, Green, and Blue channels)
8) Run Image -> Negative Image on the new image and crop out the unneeded parts.

. By myself I would not be managed. But I stopped at step 7. I have 4 images, one is the original (background), the other 3 are B&W (RGB). I can not join the 3 B&W images. Combine from RGB will not turn on. Where Am I wrong?

Well you shouldn't have to do anything for Combine to be accessible. Once you split the channels the Combine channels option should be visible.
So I can't tell you what is going wrong. Have you done anything different? Used any special tools or anything like that?
