Trevor that was it!!! I was importing the images as a timelapse instead of Stop Motion. I know when I add a single image as a photo in the video track there are a bunch of pan/zoom presets. When I add the video pan/zoom fx to the usix file in the video track I have to customise and build my own effect. Am i missing another step?
Kingston, that could have been an option aswell.

the options to apply Pan & Zoom vary depending on whether you are working with Images or Video, a sequence file "uis" is a video file.
