Need help with moving background avi track

I have the trial version and am trying before buying. I especially need to test the following. I havea moving background, .avi (like for a wedding, etc.), in the Va track and I have a picture in the V1 track. I can put the two together, but the picture in the Va track is too big. I don't know how to make it small enough to see the moving background and move that image around, etc. Can anyone help me? Thank you.

I may be thinking of it wrong. On some programs, if there is a background the image needs to be small enough to reveal the background image. In MS Pro., it may be something else. I don' t know. Thanks again.
