As far as I can tell (and I haven't tried everything) Burning direct seems to be working, and basic editing,fx and rendering seems to be working in Mepg2 at 4:3. However, considering the cost of the software there should be better troubleshooting tools and support and I should not have to wait around till god knows when for the next patch, if there is even a patch for this problem.
There's an issue, and support and engineering have been "working on it", but yet I've not been offered any possible solutions to try or any troubleshooting advice, or even a work around.

Since Corel no longer consider X4 as a supported product one thing for certain is that there will not be a patch or update to fix your problem now.
Only Corel supported versions of VideoStudio now are X6 and X7.

Well Corel do seem to have addressed the problem for X6 and X7 in that they appear to have removed the option to “Test before Burning”.
At least I cannot see the option available.
By the way what type of discs were you using? did you actually try different types.
If you were using DVD – + RW they do not support Test before Burning, at least not the make I tried.
I have to say that I never use the Test Before…. I always burn an iso and play that to view quality
Then burn the iso to disc.

I've also been experiencing a second error where discs are not properly burned and when played, during playback - at a point where two .vob meet, it sends the disc back to the menu. This is odd to say the least. This started a few months later.
I am still wondering if somehow I ended up with a defective/Bad install discs.

After setting the disc burner module…If you remove the disc from the drive the panel shows as Disc Type :- Disc empty
Is the option to Test Before burning available?

Yes, it still is. The option is always selectable - with or without a disc in the burner.
I also have all 3 patches installed.

Indicates that this option is not working or available for you, yet now you state that the option is available and you can insert a "tick"/"checkmark" the box for "Test Before Burning"
So what makes you say the option is not working?

The option is still listed on the control panel with or without a disc in the burner, and when it IS "tick"/"checkmark" it still doesn't run the test before burning, it just goes right into burning. So when it is selected to test before burning, it does not!

When you say it goes right into the burning - that's not true is it ? - before the burn starts the programme carries out a lot of conversions and multiplexing - what makes you think that the test is not in amongst them - what are you expecting to happen ?
In the back of my mind I have a recollection of a similar discussion many years ago and it was decided then that this 'test before burning' is an internal check on the file about to be burnt and that nothing was visible to the user at that time - just a system test to make sure all the 1's and 0's were in the right place.

Yes, I meant AFTER the pre-burn functions. 
That is incorrect, "test before burning" is a visible,real time function taking the same amount of time the actual burning takes place. I had previous versions VideoStudio and that is how the worked. So if it takes 20 minutes for a disc with testing, the direct burn would be around 10 or so. Shows up on the status bar and everything.
