Considering a DVD, what are the max bitrates for these audio formats?
I've mp2 audio at 384kbps.
Do I gain anything by authoring to 384kbps AC3?

I don't know what the maximum is for ac3, but Sony recommends 192Kbps for compliant DVD stereo (2.0) ac3 and 448Kbps for compliant multi-channel (5.1) ac3. In the USA, mpeg audio isn't compliant for DVD's,but that doesn't mean that a DVD with mpeg audio won't play, because I know it does.
