Unlocking Crop Tool as Default Setting

Unlocking Crop Tool as Default Setting
I like to crop most of my images using the crop tool in unlocked/custom setting. Is there a way to have the crop tool default to always be unlocked? I can't see any setting in the Preferences for this. Thanks.

Just save your crop settings like any other image defaults...

Can you please clarify how to do this. I don't see any setting under Preferences > Default Settings > View Current. The Crop settings are greyed out and don't permit any changes - at least on my settings. Thanks.

The default settings under preferences are read-only, no exception for crop.
To save image defaults, adjust whatever you need on an image. Then right click on the Thumbnails, Settings->Save raw defaults (or the other defaults as needed).
For example if you like specific autolevels/autocontrast parameters, different sharpening, basic copyright setup in the metadata.... Set all those as needed.
Then for Crop, set everything you need as a default.
When you then save your defaults, make sure everything in the crop tool you need is checked, but the crop itself is not active. The checkboxes control which settings are saved, the actual value is taken from your image.
I use a similar mechanism to set my NN and WS defaults but NN and WS are not activated by default.
All images that have not been visited by AS yet, will get those defaults. Or hit CTRL-R to apply them on selected images.
