how do you cut sections out of your video file on Ulead Video Studio 8 ?

One method is to use the Extract Video tool.
The more common method is to advance along the timeline. Split the video at the places you want cuts, then just delete the segments. There's a tutorial on how to do this in Videostudio 6. The idea is the same except your Split Video tool is now the scissor icon in the below and to the right of the preview screen in 8.0. Split and Trim Clips
