If you have various clips with different volumes, and you want them to all sound about the same volume, you should use the "Volume Leveling" audio filter on each audio clip on the timeline. There's a slider that goes from 0 to 12. There aren't any labels as to what those numbers represent, but I would start with 1.

There is also a "Normalize" audio filter, which only brings up the volume until the highest peak value in that clip reaches minus .02dB. If your clip is low volume but has one loud peak that is already at minus .02dB, then the volume does not change at any point in the clip.

Using the Volume Leveling filter may be a better way to go than using the Normalize option in the burning module or the Nomalize filter on clips in the timeline.
