[BUG] HR Range doesn't work in a layer

Hi !

Seems to me, the "HR Range" function is bugged if used with layers.

Create a layer (Layer #1) and draw a zone on an overexposed part of your picture.
Set Highlights to 1. Now Move the HR Range slider, you can't see any effect. It doesn't work.

Go back now on the main layer. Highlights' value is 0. Moving HR Range slider will have an effect on Layer#1.

I think it is a bug. If HR Range must not be used in a layer, the slider must be desactivated (as WB) if not in the main layer.
