Quick and dirty way:
It may require some trial-and-error with regard to the Tolerance and Edge Softness settings for the Color Changer tool, and some experimentation with the particular color. I did a sky blue in less than a minute.
- Click on the desired blue color in the Materials palette
- Click the Color Changer tool (on the same button as the Flood Fill tool)
- Click the red push pin in the image

You could also use an adjustment layer. Click Layers> New Adjustment Layer> Hue/Saturation/Lightness, when the dialog box comes up make sure the Preview On Image is checked and have at it. Moving the Hue slider first will give you the color, then adjust the Saturation slider.
Of course, this would work well with this image since only the pin is colored. If you have alot of other colors you'd need to mask off what you didn't want affected, but you get the idea.

I think in this particular image df's suggestion worked the best. But you've got to love that there are so many options.
Another way would be to create a new layer put a blob of color on top of the pin, then change the blend mode to get different results. Adjust the opacity until you find something you like. Then you can use the Adjust->Colorize command to quickly change the color of this new layer if you wanted to try a new one.
Or if you trusted yourself to paint it in you could use the "Change To Target" brush. This fun brush allows you to pick a color and then apply either the color itself, just the saturation, just the hue, or just the lightness, to an image while keeping most of the original texture. It's not as automated as the Color Changer tool but since this peg is essentially round using a brush should not be that difficult for it.

Another way that might work well in this case is using the Adjust > Hue and Saturation > Hue Map.
There, move the slider for the red color to the blue level. You can do it also with orange. Since the rest of your image does not have colors, it should change only the pin color.

You can use the COLOR CHANGER TOOL, you can try this short tutorial that I created sometime ago, even though I used PSP X2 Ultimate.
