I bought X2 Ultimate when it was available and X3 ultimate as well. When X4 was released, I purchased the normal version.
Is it possible to use some of the extras from X2 ultimate and X3 ultimate under X4? I try installing looks pro and it tells me that I don't have paintshop pro installed.

Ultimate Bonus Pack installers are keyed to specific versions of PSP (PSPP); so the Ultimate Bonus Pack for X3 will not install if PSPPX3 is not installed. Likewise, the Ultimate Bonus Pack for X4 will not install if PSPX4 is not installed.
The installers are designed to look for specific registry keys to ensure proper location installation and eligibility. Unlike some other software, you can actually run multiple different versions of PSP as independent programs (wherein a PSPPX3 installation will not affect a PSPX4 installation, and vice versa).
The downside to this is that you cannot (as an end user) choose where to install components, as they are tied to specific versions (unless you want to go further into the bowels of your system), therein protecting the eligibility requirements.
As a side note, I have noticed that the plugins from X3 Ultimate Bonus Pack do work in X4 (and vice versa), but there is a little bit of manipulating the files for this to work properly.
Also, you can successfully have both PSPPX3 and PSPX4 installed on the same computer, as they are independent programs.
